Flood early warning systems

Waterway Engineering helps communities build Flood Early Warning Systems that turn real-time information into timely, actionable warnings. Our team combines flood-risk analysis, engineering, emergency management planning, public warning strategies, and outdoor warning siren design to develop systems tailored to each community’s hazards and operational needs. From initial assessment and system planning through funding, installation, activation protocols, training, and long-term improvement, we work alongside local officials to ensure warning systems are not only technically sound, but ready to perform during real flood emergencies. Waterway is currently supporting counties across Texas in strengthening flood preparedness and meeting the requirements of Senate Bill 3.

Texas Senate Bill 3 County Flood Early Warning Systems

Waterway is the prime engineering consultant for 19 Texas Hill Country / Concho Valley counties under the state's SB3 flood-preparedness initiative, funded through the Texas Water Development Board.  Each county engagement covers existing-conditions review, gage and siren system design with sound-coverage  modeling, SB3 compliance mapping, and an Emergency Action Plan — culminating  in a County Master Plan.

Gage Network & Proposed Siren System, Uvalde County

Inventory of existing stream gages and design of a new outdoor warning siren network, including site-specific sound-coverage mapping and revised flood-risk area mapping to guide siren placement across the county. 

Siren Coverage Atlas & Low-Water Crossing Assessment, Kimble County

Full existing-conditions inventory of gages and sirens paired with a multi-sheet siren coverage atlas and documentation of hazardous low-water crossings, supporting county-wide warning system design.
